Two prisoners are housed in an area too small for one.  Because of the overcrowding, inmates and detainees are kept locked down in their cell for 18 hours per day.  Food, medical treatment, exercise facilities, law library and all systems are overloaded and conditions are sub-human and inhumane.

Overzealous prosecutors, corrupt judges and County Commissioners and an unbroken line of corrupt sheriffs have agreed to double the capacity of the county jail in order to capitalize on the world's fastest growing and most lucrative industry: Warehousing People for Profit.
